“The DLNR Division of Forestry and Wildlife (DOFAW) is seeking community input on a draft management plan for the Makawao State Forest Reserve on Maui. Feedback will help guide oversight of the area for the next 10 years.”

DOFAW’s Makawao Forest Reserve Management Plan includes the release of Wolbachia-bacteria-infected mosquitoes as an Action Item for Threatened and Endangered (T&E) Species Management:

“Support forest bird enhancement and protection through planned mosquito biocontrol releases (Wolbachia).”

We have an opportunity to let DOFAW know that the community is overwhelmingly opposed to dangerous experimental mosquito releases in Makawao Forest. Please take the time to email your comments to forestry@hawaii.gov. The deadline is Friday, May 8, 2026.

Hawai‘i Unites submitted a comment detailing serious risks and concerns about the multi-agency mosquito release agenda for the Hawaiian Islands and the potential significant impacts to the Makawao Forest. All information included in our comment is documented and can be referenced in your own comment.

Makawao Forest Reserve is part of the 64,666-acre East Maui mosquito release project area. The forest includes the Kahakapao Recreational Area, which our community and visitors access for hiking, horseback riding, and mountain biking. We don’t want the biotech industry using our natural environment as open-air testing grounds for their invasive lab-altered insects.

“Innovative management strategies are essential to prevent the imminent extinction of several of Hawaii’s endangered forest birds, which face threats from climate change-driven mosquito range expansion and the subsequent transmission of avian malaria.”

The Governor’s “Green Fee” request includes $1.6 million in general funds in fiscal year 2027 for the “Endangered Forest Bird Mosquito Abatement Project to protect the native bird populations from mosquitoes” and an additional $1.6 million “to support the protection and recovery of Hawaii’s native birds from mosquito-born avian malaria and other existential threats.”

Current “management strategies” are focused on the release of millions of experimental Wolbachia-bacteria infected mosquitoes in our islands’ conservation areas and fragile ecosystems. Please speak out to oppose funneling state budget resources into the continuation of this reckless onslaught on our environment.

Executive Budget bill HB1800 has advanced through the House and crossed over to the Senate. A hearing of the bill is schedule by the Senate Ways and Means Committee for Monday, March 30, 2026 at 10:00am in Conference Room 211 of the State Capitol at 415 South Beretania Street. The hearing will also be livestreamed, and testimony will be accepted through videoconference. The deadline to submit written testimony is Sunday, March 29, 2026 at 10:00am.

To testify, visit the legislature’s website at Capitol.Hawaii.gov. Log in to your account, or create a login account by registering with the legislature. Once logged in, click the “Submit Testimony” link under “Participate” at the top of the home screen. In the “Enter Bill or Measure” box, enter HB1800 and click “Continue.” To oppose the bill, select “Oppose” under “Position Input.” If you’d also like to testify in person or via zoom, select your preference under “How will you be testifying?” Written testimony can be submitted as an attachment, or it can be typed into the “Your testimony/comments” box. Once all info is complete, click “Submit.”

As we reported last month, the Hawai‘i Department of Health is planning to publish a statewide environmental assessment (EA) that would allow for the release of millions of lab-altered mosquitoes on all of the Hawaiian Islands. The plan includes the release of three species of invasive lab mosquitoes:

• Experimental bacteria-infected southern house mosquitoes (Culex quinquefasciatus) the HDOH partnership claims to be releasing to address avian malaria

• Lab-altered yellow fever mosquitoes (Aedes aegypti) the partnership claims to be releasing to “control mosquitoes of public health concern”

• Lab-altered Asian tiger mosquitoes (Aedes albopictus) the partnership claims to be releasing to “control mosquitoes of public health concern”

The HDOH’s Birds, Not Mosquitoes (BNM) partnership has been releasing millions of their experimental bacteria-infected Culex mosquitoes in specific conservation areas on Maui since 2023 and on Kaua‘i since 2025. No studies have been done by these agencies to assess potential serious risks to the health of the islands’ people, animals, and ecosystems. Now over two years into the program, no data has been produced publicly to show that the plan is even working for its intended purpose or that safety is even being evaluated.

If the HDOH’s plan moves forward, these three species of mosquitoes would be released on ALL OF THE HAWAIIAN ISLANDS. Invasive lab mosquitoes would be released not just in conservation areas, but directly in our neighborhoods. Aedes mosquitoes would be released in addition to Culex. The agenda would advance from an “avian malaria” narrative to a public health effort focused on human disease.

Hawai‘i Unites sent a letter to Dr. Fink last week documenting our concerns about the planned expansion of these mosquito release programs. Our letter asks the Director of Health several questions from the community:

• What islands are being targeted for release of mosquitoes for the avian malaria program?

• What specific mosquitoes would be released “to control mosquitoes of public health concern” (what is the biopesticide product name, and what species are the mosquitoes)?

• Where would mosquitoes be released “to control mosquitoes of public health concern” (what islands and what areas on each island)?

• How would mosquitoes be released “to control mosquitoes of public health concern” (what release mechanisms would be used, and would they be released from vehicles, drones, helicopters, and/or on foot)?

• What specific public health concerns would be used to justify mosquito releases (which diseases and what circumstances)?

• Who would fund the HDOH mosquito release program “to control mosquitoes of public health concern”?

• Who would be the HDOH’s partners in the mosquito release program “to control mosquitoes of public health concern”?

• How would the HDOH mosquito releases (avian malaria and human disease) align with the “One Health” framework promoted by the World Economic Forum, World Health Organization, Gates Foundation, and your Birds, Not Mosquitoes multi-agency partnership?

• Will the HDOH take responsibility for all risks associated with the import of mosquitoes as invasive species?

• Will the HDOH take responsibility for all risks associated with the accidental or intentional release of female mosquitoes that bite, breed, and spread disease?

• Will the HDOH take responsibility for horizontal transmission of bacteria, increased pathogen infection and disease-transmitting capability in mosquitoes, and population replacement?

• How will the HDOH prevent wind drift of mosquitoes to unintended areas?

• What pathogens will the HDOH’s imported mosquitoes be screened for?

• How will the HDOH assure that imported mosquitoes don’t transmit bacteria and/or pathogens to wild mosquitoes?

• What are the biosecurity protocols for the HDOH’s imported lab-bred mosquitoes?

• What mitigation measures does the HDOH have in place for the imported mosquitoes if something goes wrong?

• Mosquitoes have a history of use in biological warfare programs. How will the HDOH assure that imported mosquitoes will not be used as bioweapons and/or in acts of bioterrorism?

• Does the HDOH statewide EA allow for the sale of lab-bred mosquitoes directly to consumers in Hawai‘i?

• HDOH’s BNM partners have stated their intention to expand the mosquito release programs to include “next-generation tools” such as mosquito gene drives and precision-guided Sterile Insect Technique (pgSIT) CRISPR gene-edited mosquitoes, along with the production of mosquitoes in the DLNR’s Hawai‘i lab and release of mosquitoes on the islands “into perpetuity” (forever). Does the HDOH support these goals, and will the statewide EA open the door for these specific objectives?

We are still waiting for a response. Hawai‘i Unites’ letter includes links to peer-reviewed studies, scientific expert opinions, and the information found in the mosquito release agencies’ own documents. We bring forward numerous serious concerns. The HDOH and its partners have not sufficiently studied the risks involved with these biotech mosquitoes, and these reckless programs need to stop.

“The mosquitoes currently being released in the millions on Maui and Kaua‘i are experimental. Southern house mosquitoes lab-infected with Wolbachia bacteria have never been documented as used for stand-alone field release anywhere in the world. The 64,666-acre East Maui project area is the largest Wolbachia mosquito release of any kind globally to date, and Kaua‘i’s 59,204-acre project area is the second largest. Over two years into this program and with no data or safety studies produced publicly to date, HDOH cannot expect the people of Hawai‘i to trust your partnership to drastically expand the mosquito releases – covering all islands and focused not only on avian malaria but now also on human disease.

No studies have been done to evaluate the direct, indirect, and cumulative impacts of these mosquito releases. Lab-altered mosquitoes, and the bacteria that Wolbachia lab-altered mosquitoes are infected with, are life forms, and there is no way for these experimental projects to be self-contained. Mass release of these foreign organisms could negatively impact human health, animal health, and the environment as a whole. These imported mosquitoes may even cause the extinction of endangered species your BNM agencies are responsible for protecting.

Hawai‘i Unites strongly opposes the exploitative use of sacred lands of the Hawaiian Islands as testing grounds for the profit-motivated biotech industry to execute these open-air lab-altered mosquito experiments. The people of Hawai‘i are overwhelmingly opposed to this reckless agenda, and we will continue speaking out to protect the health of these islands.”

Over two years ago in our newsletter, Hawai‘i Unites documented what we uncovered about the Department of Health’s hidden agenda:

“The State of Hawai‘i and its multi-agency partnership Birds, Not Mosquitoes have saturated the media this past year with propaganda about their plan to combat avian malaria by releasing billions of bacteria-infected mosquitoes on our fragile island ecosystems for at least the next twenty years…

What hasn’t been shared with the public are the details of a parallel program being run through the Hawai‘i Department of Health (HDOH), agency partners in the avian malaria project. The HDOH is getting ready to release their own lab-altered mosquitoes throughout the islands, a project that, so far, has been shrouded in secrecy.

What we know at this point is that along with the southern house mosquitoes being brought in for the avian malaria program, two more species are planned for import into Hawai‘i – Aedes aegypti and Aedes albopictus. On June 28, 2022, the Hawai‘i Board of Agriculture approved the addition of all three mosquito species to the list of restricted animals for research and exhibition…

The report also explains that the HDOH is drafting a statewide environmental assessment (EA) targeting all islands for release of these additional lab-altered mosquito species.

The environmental assessment for the avian malaria program confirms that approvals are already in place for the state to release these Aedes mosquitoes on the ground using cars, trucks, or ATVs. The intent is to focus this approach on mosquitoes of ‘public health concern.’ Again, we have no information at all about the specific details of this separate project geared towards mosquito-borne illnesses that affect humans.”

We raised the alarm about this early on and have been watching for updates. What we know now is that this appalling agenda is about to be set in motion as soon as the HDOH says go. According to BNM, the Department of Health’s EA is on schedule to be published soon:

“Please keep an eye on our social media and newsletters as there will be more opportunities to use your leo [voice] for public testimony in the future, including the Statewide Environmental Assessment in early 2026. We will announce the public comment period and encourage anyone who supports our work to share their thoughts.”

Until we see the EA, we won’t know the details of the state’s plans to invade all islands with these “public health” mosquitoes. We need to be ready when those details are revealed.

Now is the time to mobilize. Hawai’i Unites is working to expand our coalition to take this on. We’re asking you to reach out to all of your contacts, especially high-profile organizations, attorneys, legislators, media, journalists, podcasters, scientists, medical professionals, and activists who will work with us as allies to stop the escalation of these dangerous mosquito experiments being unleashed on the Hawaiian Islands.

CALL TO ACTION: Join Our Movement to Stop Dangerous Mosquito Experiments in Hawai‘i

In 2023, we took Hawai’i state agencies to court to stop the release of millions of bacteria-infected mosquitoes in the fragile ecosystems of East Maui - ground zero for an alarming agenda that continues to escalate.

Our case focused on the experimental nature of the lab-altered mosquitoes and the lack of study of serious risks to the health of our islands. We’ve documented concerns that include accidental release of female mosquitoes that bite, breed, and spread disease; peer-reviewed studies showing increased disease-spreading capability; horizontal transmission of bacteria; population replacement; wind drift of mosquitoes to unintended areas; lack of documented biosecurity protocols and pathogen screenings; and risks to the health of our environment and to the island’s people and animals, including the native birds the project claims to protect. Our expert witness, tropical disease and vector expert Dr. Lorrin Pang, provided a detailed statement and compelling testimony of his concerns about the lack of study and the potential for irreversible damage to Maui’s fragile ecosystems. Dr. Pang has decades of experience as a leader in mitigating mosquito-borne diseases and has authored over 75 publications in peer-reviewed medical journals, over 40 of which are focused specifically on mosquito-borne illnesses. We took our case all the way up to the State Supreme Court, but ultimately the state courts ruled in favor of the state agencies. Millions of experimental mosquitoes continue to be released on the island of Maui and are also now being released on the island of Kaua’i. No data on safety or efficacy has been provided to the public by the agencies involved.

I’m writing today because this lab-altered mosquito release agenda is anticipated to intensify drastically in the weeks ahead. The Hawai’i Department of Health will be publishing a statewide proposal for the release of lab-altered mosquitoes throughout all islands to “control mosquitoes of public health concern.” In 2023, our organization published a newsletter article, “Hawai‘i’s Hidden Plan to Release Mosquitoes for Public Health,” describing documentation of the state’s plan to advance the agenda from a “conservation” narrative to a public health effort. The multi-agency mosquito release partnership recently announced that the Department of Health’s proposal (a statewide environmental assessment) will be released early this year. No further details about the proposal have been disclosed.

As we wait for the proposed plan to be published, Hawai’i Unites is working to build a much broader coalition to take this on. We’re asking high-profile organizations and activists to help us challenge this agenda through legal assistance, media outreach, and collaborative activism. These lab-altered mosquito releases are a dangerous experiment. The agencies involved are exploiting sacred lands and enabling the profit-motivated biotech industry to use the Hawaiian Islands as their testing grounds. Future plans include mosquito gene drives, CRISPR gene-edited mosquitoes, and the manufacturing of lab-altered mosquitoes right here in Hawai’i. Please join us in taking a stand against this. We are in a David and Goliath battle to protect these islands, and we need your help to save the ‘āina from this rapidly escalating agenda.

Current DLNR mosquito control strategies center around the release of millions of Wolbachia-bacteria-infected mosquitoes in our fragile ecosystems and conservation areas on Maui and Kaua‘i. No studies have been done to assess the serious risks of these lab-altered mosquitoes, and this proposed Kamehamenui project would allow for escalation of these dangerous biotech experiments. We are asking that that the plan be amended to state that lab-altered mosquitoes will not be released in the Kamehamenui Forest Reserve project area.

COMMENT on Kamehamenui Forest Reserve Draft Management Plan

I’m opposed to any release of lab-altered mosquitoes as an objective of the Kamehamenui Forest Reserve Draft Management Plan. The mosquitoes currently being released by the DLNR as a control strategy in East Maui are experimental, and serious risks have not been studied or addressed. Concerns include accidental release of female mosquitoes that bite, breed, and spread disease; peer-reviewed studies showing increased disease-spreading capability; horizontal transmission of bacteria; population replacement; wind drift of mosquitoes to unintended areas; lack of documented biosecurity protocols and pathogen screenings; and risks to the health of people and animals, including the native birds these projects claim to protect.

According to the Draft EA, the DLNR Division of Forestry and Wildlife (DOFAW) plans to “protect the natural and cultural resources at Kamehamenui while simultaneously managing public use in a responsible way to allow for sustainable and appropriate recreational activities.” While the management plan appears focused on enhancing watershed functions and protecting resources, the EA specifies that survival and recovery of rare native plants and animals in the project area depends upon reducing impacts from threats such as “disease-bearing mosquitoes and other introduced insects, diseases, and forest pathogens.”

Section 4.3.3 of the Draft Management Plan parrots the same narrative the DLNR has been using to push experimental mosquito releases on the islands:

“Mosquitoes (especially Culex quinquefasciatus) are vectors for avian malaria. Since European contact in 1776, Hawai‘i has lost nearly half of its native birds due to diseases, particularly avian malaria. Many native birds are limited to higher elevations where temperatures are too cold for the malaria parasite and its principal mosquito vector C. quinquefasciatus.”

Climate change is again part of that narrative, and the plan notes activities related to climate change (e.g. carbon sequestration) as potential revenue streams. Of course, we already know the lab-altered mosquito releases themselves are a huge revenue source for the agencies involved. This proposal sets the stage for the DLNR to unleash more biotech mosquitoes on East Maui under the guise of native bird conservation:

“Mosquitoes are probably present in the mid to lower elevations of Kamehamenui. Because of rising temperatures, their spread to the upper elevations of the Reserve where rare native birds occur is an increasing threat.”

Native birds are discussed in the Draft Management Plan. Research priorities for the Hawai‘i ‘amakihi honeycreeper include “determining the ecological requirements of Culex mosquitoes at mid- and high-elevation forests, and developing methods to control mosquito populations.” Similar wording is used for ‘apapane honeycreeper research priorities, and the plan also states that future conservation actions specific to ‘apapane may include control of mosquitoes in degraded habitats. According to the EA, “‘apapane have the highest prevalence of avian malaria” of Hawai‘i’s native forest birds. The EA also notes that ‘apapane “breed in mid-elevation forests, which suggests some disease resistance.” ‘Amakihi have also developed a natural tolerance and resistance to avian malaria, but we may never know how well these honeycreepers might thrive in nature without aggressive human interferences like those deployed by the DLNR and their mosquito release agency partners.

Hawai‘i Unites’ comment opposing mosquito releases as an objective of the Kamehamenui Forest Reserve Management Plan describes numerous concerns, concluding:

“These mosquitoes are a dangerous experiment, and the continued release of this insufficiently studied product is a reckless assault on our natural environment. Hawai‘i Unites opposes the exploitative use of sacred lands of the Hawaiian Islands as testing grounds for the profit-motivated biotech industry to execute the mass release of their experimental Wolbachia-bacteria-infected mosquitoes. The DLNR DEA-AFNSI for the Proposed Kamehamenui Forest Reserve Management Plan allows for the expansion of these mosquito releases in Maui’s watershed and conservation areas, increasing risks to native, threatened, and endangered species. This expansion would further increase risks to our fragile ecosystems, all wildlife, and the health of our community.

Hawai‘i Unites asks that DLNR DEA-AFNSI for the Proposed Kamehamenui Forest Reserve Management Plan be amended to specify that lab-altered mosquitoes will not be released in the Reserve and that control of Culex quinquefasciatus mosquitoes as a management objective will not include the release of Wolbachia-bacteria infected mosquitoes or lab-altered mosquitoes of any kind. Conservation efforts must focus on more environmentally sound approaches like habitat and stream flow restoration, which would honor the ‘āina, the culture, and the ancestral connections of the native birds rather than putting them at further risk of extinction. We stand in firm opposition to all actions that dishonor the ‘āina and the ancestors.”

COMMENT on Google’s EPA Section 3 Request to Register Mosquitoes

I’m opposed to EPA approval of Google LLC’s FIFRA Section 3 registration request for Debug quinx males (DQB Males) Wolbachia-bacteria-infected mosquitoes Docket ID EPA-HQ-OPP-2024-0428.

Over 400 comments have now been received by the EPA, and those posted on the EPA docket show overwhelming opposition to registration of Google’s mosquitoes. These comments express the concerns of our community, and serious scientific risks of the project are documented. The mosquito release agencies benefiting from this cash cow biotech agenda in Hawai‘i are now scrambling to get their comments in and push for approval of Google’s mosquitoes.

Please take the time to comment in opposition to Google’s registration request so that our voices will be heard by the EPA.

According to EPA docket documents, the original applicant for this registration was Verily Life Sciences, a subsidiary of Google’s parent company Alphabet. If this registration is allowed to move forward, it won’t be long before the biotech industry starts pushing these mosquitoes for conservation use throughout the country and worldwide and pushing for their use to control mosquitoes in the name of public health.”

Details that can be included in your comment describe some of the significant concerns about these lab-altered mosquitoes:

I’m opposed to EPA approval of Google LLC’s FIFRA Section 3 registration request for Debug quinx males (DQB Males) Wolbachia-bacteria-infected mosquitoes Docket ID EPA-HQ-OPP-2024-0428. These mosquitoes are an experiment that could harm the health of Hawai‘i’s people, wildlife, and ecosystems. Peer-reviewed studies have shown Wolbachia to cause mosquitoes to become more capable of transmitting avian malaria and West Nile virus (bird and human). Southern house mosquitoes transmit human diseases, including West Nile virus, elephantiasis, encephalitis, and potentially Zika virus. Male mosquitoes transmit bacteria and pathogens to females. Pathogen screenings for these lab-altered mosquitoes are unknown, and that information is being withheld from the public. EPA guidelines allow for the release of thousands of female mosquitoes that bite, breed, and spread disease. There are no known biosecurity protocols for the imported mosquitoes, and no mitigation measures in place if something goes wrong. Population replacement of wild mosquitoes with the lab-altered mosquitoes could cause significant impacts.

The EPA has failed to address tropical disease expert Dr. Lorrin Pang’s serious concerns about horizontal transmission of introduced bacteria, biopesticide wind drift of lab-altered mosquitoes into unintended areas, superinfection of mosquitoes with multiple bacteria strains, increased pathogen infection and disease-spreading capability in mosquitoes, and the experimental nature of the release plan.

No studies have been done to evaluate the direct, indirect, and cumulative impacts of these mosquito releases. Mosquito release agency partners in Hawai‘i have been releasing millions of DQB Males mosquitoes on Maui since 2023 and on Kaua‘i since early this year. These agencies have produced no public data on the results of these releases. These lab-altered southern house mosquitoes, and the Wolbachia bacteria they’re infected with, are life forms, and there is no way for this experimental project to be self-contained. The release of these mosquitoes could cause the extinction of endangered native birds, and it may impact human health.

I’m opposed to the exploitative use of the Hawaiian Islands as testing grounds for the biotech industry. I do not consent to the targeted use of these Debug quinx males (DQB Males) in Hawai‘i, and I oppose Google LLC’s Section 3 registration request.

“Per Hawai'i Unites’ comment submitted to the EPA on 8/31/25…this product could cause serious risks to the health of Hawai'i’s people, environment, and wildlife — including threatened and endangered native birds, and it may have significant impacts to our islands’ fragile ecosystems. Previous comment periods on Verily Life Sciences LLC’s biopesticide ‘DQB Males’ yielded substantive comments which included concerns referencing peer-reviewed studies and scientific expert opinions…

Under these circumstances, we believe that the 15-day comment period provided by the EPA for this Section 3 registration request was insufficient. The public participation process must allow adequate time for commenters — including independent scientists, conservation groups, and concerned community members — to evaluate technical and ecological data.”

Today, the EPA responded to our request and has agreed to reopen the comment period, extending the deadline through Thursday, September 25^th.

During the prior period, over 200 comments were received, and the comments posted on the EPA docket are overwhelmingly in opposition to EPA registration of these mosquitoes.

No justification was given for the decision to end our case.

With the flawed decisions in our case in the First Circuit Court and Intermediate Court of Appeals, and now with the State Supreme Court’s order, the judiciary system of the State of Hawai‘i has undermined the environmental laws that are meant to protect the health of these islands and our ecosystems. The courts’ rulings set a very damaging precedent that allows for the continued use of our natural environment as testing grounds for biotech industry experiments.

To say we’re disappointed would be an understatement.

Hawai‘i Unites is grateful to our excellent legal team for working with us to bring a very strong case to the courts. We stand firm in our assertion that the Wolbachia-bacteria-infected mosquitoes being released here in Hawai‘i are a dangerous experiment that has not been sufficiently studied and could cause irreversible harm to the islands’ people, wildlife, and ‘āina.

Our lead attorney, Tim Vandeveer, shared his thoughts on this week’s decision:

“Even though we did not prevail in court, we fought a good fight and raised awareness about the dangers of this corporate experiment and the lengths to which our state bureaucracy will go in pushing an agenda and circumventing environmental law.”

While it does seem that in many ways the system is broken, it’s important that we continue speaking out in opposition to these mosquito releases. Following are some important details about Google’s registration request:

• Under Section 3 of FIFRA, the EPA can register pesticides or biopesticides for use throughout the United States. The EPA registers some pesticides for more limited use in certain states. Google’s Section 3 registration request documents specify that the “end-use product, ‘Debug quinx males’ (referred to by the alternate brand name: DQB Males), is proposed for use in conservation programs for protection of endangered bird species” and that “the use of ‘Debug quinx males’ in public health programs is prohibited.”

• The “DQB Males” mosquitoes currently being released on Maui and Kaua‘i were approved by the EPA under Section 18 of FIFRA, which is called an “emergency exemption.” The Section 18 emergency exemption applicant is the State of Hawai‘i Department of Agriculture (not Google LLC or their sister company Verily Life Sciences). Under Section 18 of FIFRA, the EPA can allow state and federal agencies to permit the unregistered use of a pesticide or biopesticide in a specific geographic area for a limited time if “emergency pest conditions exist.”

• Google’s Section 3 application docket documents state that the “EPA is proposing to register one end use product, ‘Debug quinx males,’ containing the new active ingredient Wolbachia pipientis wAlbB (DQB Strain).”

• The docket documents state: “Use of ‘Debug quinx males’ is limited to Hawaii.”

• According to the Proposed Label for the product, “Debug quinx males (primary brand name), DQB (Debug quinquefasciatus wAlbB) males (alternate brand name), Good Bugs by Debug: Culex quinquefasciatus (alternate brand name),” manufactured by Google LLC, are for aerial release using Google’s Aerial Mosquito Release System – for which Google can enable the initiation of automated releases.

Hawai‘i Unites’ comment opposing Google’s Section 3 registration request was submitted to the EPA on 8/31/25 and can be read in full on our website. Among multiple significant concerns we bring forth are the following:

“The EPA’s Ecological Risk Assessment Biological Evaluation for this product registration request cites a 2024 Kilpatrick et al. study as justification for suggesting that establishment of the wAlbB strain of Wolbachia bacteria in Culex quinquefasciatus mosquitoes in Hawai‘i would be unlikely to present a hazard. Funding for this Kilpatrick et al. study was provided by a contract from Verily Life Sciences, the DQB Males mosquito product manufacturer. Over half of the Kilpatrick et al. study’s authors have stated conflicts of interest. Giulia Fabbri, Paul I. Howell, Austin G. McGowan, Bradley J. White, and Sara N. Mitchell ‘report employment and equity ownership at Verily Life Sciences, a for-profit company developing new technologies for mosquito control.’ ”

“The Proposed Label for this product registration request states that aerial releases of mosquitoes ‘are to be performed using Google’s Aerial Mosquito Release Systems’ and that aerial releases may be initiated ‘automatically by the release equipment.’ The label states: ‘Contact Google for more information on aerial release planning, and to enable automated releases.’ No information is provided detailing the configuration or operation of this release system, nor is any evaluation of the potential adverse impacts of its use provided.”

“The agencies releasing these lab-altered mosquitoes have admitted that the plan does not include monitoring the effects of the experimental mosquitoes on forest birds.”

“These mosquitoes are a dangerous experiment, and the continued release of this insufficiently studied product is a reckless assault on our natural environment. Hawai‘i Unites opposes the exploitative use of sacred lands of the Hawaiian Islands as testing grounds for the profit-motivated biotech industry to execute the mass release of their experimental Wolbachia-bacteria-infected mosquitoes. We’re asking the Supreme Court to review our case, vacate the Intermediate Court of Appeals’ (ICA) order and judgment on appeal, reverse the First Circuit Court’s grant of summary judgment to the State of Hawai‘i Board of Land and Natural Resources (BLNR) and Department of Land and Natural Resources (DLNR), and remand our case back to the circuit court for further proceedings.

Hawai‘i Unites continues to stand up for the health of the people, wildlife, and ecosystems of these islands. The DLNR’s final environmental assessment (FEA) for the Maui mosquito releases was insufficient, the BLNR approved an incomplete FEA, the ICA and circuit court decisions were flawed, and the inherent risks of this massive multi-agency mosquito release experiment have not been sufficiently studied or addressed.

“No one disputes that saving native birds is important or that suppressing mosquito populations that carry avian malaria is considered a key aspect of that objective. Plaintiffs care deeply about endangered birds as well as the entire web of life, including the people of Maui. However, the subject project is an abbreviated experiment lacking certain guard rails that a full environmental study would provide. Culex quinquefasciatus mosquitoes lab-infected with Wolbachia bacteria have never been documented as being used for stand-alone field release anywhere in the world, and the East Maui project area is the largest Wolbachia mosquito release of any kind globally to date. Wolbachia IIT is a novel tool for conservation purposes and its degree of efficacy in remote forest landscapes is unknown.”

Hawai‘i Unites’ case to stop the release of millions of experimental Wolbachia-bacteria-infected mosquitoes on Maui and require an environmental impact statement (EIS) with comprehensive studies of the risks and potential significant impacts of the project is now in the hands of “the State’s court of last resort.” We are asking the Supreme Court to review our case, vacate the ICA’s order and judgment on appeal, reverse the First Circuit Court’s grant of summary judgment to the State of Hawai‘i Department of Land and Natural Resources (DLNR) and their Board (BLNR), and remand our case back to the circuit court for further proceedings.

These mosquito releases are an experiment that can irreversibly damage the fragile ecosystems of East Maui and could impact our community’s health. The southern house mosquito is a species that has never been documented as used in a Wolbachia stand-alone field release anywhere in the world prior to being deployed on Maui. The East Maui project area is the largest Wolbachia mosquito release of any kind globally to date, and mass release of these lab-altered invasive insects is planned to continue every week in the 64,666-acre project area for at least 20 years. Our island home is being used as testing grounds for a novel biotech product whose safety and efficacy are unknown.

Agency partners involved in this travesty present these imported mosquitoes as a “conservation” effort to suppress wild mosquitoes that transmit avian malaria to forest birds. This project may actually harm the birds these agencies claim to be protecting. Serious concerns we’ve brought forth have not been sufficiently addressed, including accidental release of female mosquitoes that bite, breed, and spread disease; peer-reviewed studies showing Wolbachia bacteria can cause increased pathogen infection and disease-spreading capability in mosquitoes; horizontal transmission of Wolbachia bacteria to wild mosquitoes and other insect vectors of disease; population replacement of wild mosquitoes with lab-altered mosquitoes; wind drift of lab-infected mosquitoes to unintended areas; lack of documented biosecurity protocols and pathogen screenings for the imported mosquitoes; and risks to the health of people and animals, including the potential for this experiment to cause the extinction of the native honeycreeper birds that are the entire focus of the multi-agency mosquito release narrative.

A very damaging precedent is being set by the circuit court and ICA allowing these agencies to get away with a lower standard of review for a massive project like this that may have irreversible consequences for our environment. The lack of study of the potential significant impacts of these mosquito releases by the agencies involved is dangerous and irresponsible.

Hawai‘i Unites will continue to research and document the truth about this multimillion-dollar lab-altered mosquito agenda. We’ll know more about our State Supreme Court case in the weeks ahead. We’re very grateful to our legal team for their excellent work, and we’re hopeful that we will see a positive outcome.

We need your help to move this case forward to the Supreme Court of the State of Hawai‘i.

At the July, 2023 hearing for our motion for temporary restraining order and preliminary injunction, we presented powerful testimony that included peer-reviewed studies, alarming information found in the documents of the agencies involved in the project, and concerns raised by our expert witness Dr. Lorrin Pang about the lack of study and the potential for irreversible damage to Maui’s fragile ecosystems. Following the tragic fires in Lahaina that August, our hearing was postponed. Before we could resume our time in court to hear testimony from the state’s witnesses and to cross-examine those witnesses, the judge issued an order granting the State of Hawai‘i’s motion for summary judgment, stopping our case from going to trial as scheduled. That order also meant that we wouldn’t be receiving discovery documents and admissions from the state that were due that same week.

We believe that First Circuit Court Judge John M. Tonaki’s ruling is flawed. Hawai‘i Unites supporters here on the islands and from all over the world agree, and together we were able to raise the funds to file an appeal. Facing a heavily funded multi-agency mosquito-release partnership of state and federal government and non-governmental organizations with a slick marketing campaign and an agenda to push, we once again stood strong in our assertion that this project has not been sufficiently studied and that there are serious risks to the health of our islands.

In April of this year, we learned that the State of Hawai‘i Intermediate Court of Appeals (ICA) decided in favor of the State of Hawai‘i Department of Land and Natural Resources (DLNR) and their Board (BLNR) in our case against them, issuing a ruling affirming the circuit court’s granting of summary judgment to the DLNR and BLNR. This decision was disappointing not only for Hawai‘i Unites and our supporters, but for the standard of review for environmental proceedings in general.

“The Intermediate Court of Appeals’ decision to allow these mosquito releases to move forward with no studies of the potential significant impacts sets a damaging precedent. Our environmental laws are undermined when agencies can get away with a lower standard of review for massive projects like this that can have irreversible consequences that may affect the health of our islands’ people, ‘āina, and wildlife. Just because there are ‘conservation’ agencies that agree with these biotech experiments does not make these projects right for our environment.”

Tropical disease and vector expert Dr. Lorrin Pang affirmed in his testimony that this mosquito experiment has not been studied enough for the State of Hawai‘i and its agency partners to move forward. Dr. Pang has decades of experience as a leader in mitigating mosquito-borne diseases and has authored over 75 publications in peer-reviewed medical journals, over 40 of which are focused specifically on mosquito-borne illnesses.

“It is enough to say that the new Wolbachia strain can spread horizontally as a life form to other mosquitoes... How is this supposed to be self-contained? Horizontal spread has the potential to be a disaster that cannot be recalled. The bacterium is a life form, and you might not be able to turn back the clock by simply shutting off the male mosquito ‘fountains.’ ”

The mosquitoes currently being released in the millions on Maui are experimental. Southern house mosquitoes lab-infected with Wolbachia bacteria have never been documented as used for stand-alone field release anywhere in the world. The East Maui project area is the largest Wolbachia mosquito release of any kind globally to date. We have brought forth several significant concerns about this project that have yet to be sufficiently addressed, including:

• The accidental release of female mosquitoes that bite, breed, and spread disease (EPA guidelines allow for the release of up to 3,103 females weekly on Maui, and just one female released can produce 160,000 more females through breeding of the generations in her lifespan)

• Peer-reviewed studies showing Wolbachia bacteria can cause increased pathogen infection and disease-spreading capability in mosquitoes

• Horizontal transmission of Wolbachia bacteria to wild mosquitoes and other insect vectors of disease

• Population replacement of wild mosquitoes with lab-altered mosquitoes (as few as three females released can cause population replacement)

• Wind drift of released mosquitoes to unintended areas

• Lack of documented biosecurity protocols and pathogen screenings for the imported mosquitoes

• Risks to the health of people and animals, and the potential for the plan to cause the extinction of the native birds it is meant to protect

Mass release of these mosquitoes began on Maui in November 2023. The agencies involved have produced no data on the results of these mosquito releases, and there has been no indication that the plan is even working for its intended purpose. Deviations from the approved plan have also been occurring since 2023, and those deviations increase the potential for adverse impacts.

The ICA ruling allows for these dangerous biotech mosquito experiments to continue with no study of the risks. We are the experiment. All islands are being targeted (mass mosquito releases began on Kaua‘i this year), and we are in a David and Goliath battle to protect the ‘āina and stop these agencies from using sacred lands as testing grounds.

After careful consideration and discussions with our attorneys, Hawai‘i Unites has made the decision that we will be taking our case to the Supreme Court of the State of Hawai‘i. We are seeking a ruling that our environmental court case be remanded back to the circuit court and go to trial. We believe that the ICA ruling is flawed and that the circuit court erred in granting summary judgment.

The meetings gave an overview of the SWAP, a “conservation strategy for over 10,000 native species and their ecosystems.”

“The SWAP is a comprehensive statewide framework for conserving species and habitats. Updated every 10 years, the SWAP identifies ‘Species of Greatest Conservation Need’ and outlines voluntary, proactive strategies for protection and restoration.”

“The SWAP plays a key role in securing federal funding through the State and Tribal Wildlife Grants Program and supports collaborative conservation efforts across the Hawaiian Islands.”

According to information provided at these meetings, the SWAP is being reviewed and edited as it moves towards completion in October 2025. We have opportunities to speak out against the release of lab-altered mosquitoes in this State Wildlife Action Plan. A public response survey will allow for feedback through May 31, 2025.

The 2025 SWAP draft documents include a “Chapter 7.02 Forest Birds Red-Line Draft.” This document states that research priorities for most Hawaiian forest birds include “developing methods to control mosquito populations.” The document states that:

• Conservation actions specific to the ‘akeke‘e, ‘akikiki, ‘anianiau, Kaua‘i ‘amakihi, Kaua‘i ‘elepaio, and puaiohi may include suppressing mosquito populations “through releases of incompatible or sterile mosquitoes” and investigating “options to eradicate mosquitoes, including use of genetic manipulations.”

• Research priorities specific to the ‘akeke‘e, ‘akikiki, and Kaua‘i ‘amakihi include determining sources of mosquitoes and investigating “methods of mosquito control.”

• Conservation actions specific to the ‘ākohekohe and kiwikiu may include developing and deploying “mosquito control techniques as soon as possible to reduce the mosquito vector of avian disease.”

• Conservation actions specific to the ‘apapane, Hawai‘i ‘amakihi, and ‘i‘iwi may include controlling mosquitoes “across native forest habitat.”

• Conservation actions specific to the ‘i‘iwi and Kaua‘i ‘elepaio may include investigating “options to eradicate mosquitoes, including use of genetic manipulation.”

• Conservation actions specific to the Maui ‘alauahio include “mosquito control implementation.”

• Research priorities specific to the Maui ‘alauahio include “developing methods to control mosquitoes.”

• Conservation actions specific to the po‘ouli may include implementing “mosquito control techniques to reduce non-native disease in forest bird populations.”

Hawai‘i Unites submitted a letter opposing plans to use lab-altered mosquito releases as part of these control efforts. In our letter, we documented the serious risks of the current bacteria-infected mosquito experiments being conducted on Maui and Kaua‘i. We also expressed our concerns about the multi-agency mosquito-release partnership Birds, Not Mosquitoes’ (BNM’s) future plans for the islands:

“Birds, Not Mosquitoes agency partners are also currently researching and developing more novel ‘tools’ for deployment, including CRISPR gene-edited precision-guided Sterile Insect Technique (pgSIT) mosquitoes and gene drives. The Akbari Laboratory at the University of California San Diego is being funded to explore the development of next generation precision-guided Sterile Insect Technique mosquito control tools. This pgSIT technology is currently being developed in southern house mosquitoes, and the plan is to mass-produce them in Hawai‘i’s Department of Land and Natural Resources lab insectary for release on the islands. There are serious risks associated with CRISPR, including the potential for unintended off-target genome editing effects and mutations. Gene drives, another genetic manipulation mosquito control strategy planned for use by BNM agency partners, are described in a 2023 Scientific American article as a new technology that ‘could wipe out whole species.’ The article questions whether gene drives are ‘a magic bullet or a genetic atom bomb.’ ”

The State Wildlife Action Plan Public Response Collection 2025 survey is an opportunity for all of us to provide feedback on the SWAP as it is being reviewed.

“This form was created to gather public input on the 2025 revision of the Hawaiʻi State Wildlife Action Plan (SWAP). We invite you to complete this survey to share your thoughts on the SWAP content and the revision process.”

Hawai‘i Unites completed the survey and provided the following responses:

• How would you define and identify a Species of Greatest Conservation (SGCN) Need in Hawai'i?
  Hawai‘i Unites is focused on protecting native forest birds from experimental mosquito releases that may impact the health of our entire forest bird habitat ecosystems, including other native and endangered species in the mosquito release project areas.

• Is there anything you see as missing from or essential to include in the SWAP 2025?
  Hawai‘i Unites asks that the Hawaiʻi State Wildlife Action Plan (SWAP) document “21. CHAPTER 7.02 FOREST BIRDS RED-LINE DRAFT.docx” be amended to remove all action plans and funding allocations, including conservation actions and research priorities, for suppressing mosquito populations through releases of incompatible or sterile mosquitoes. We further ask that the document be amended to remove all action plans and funding allocations for investigating options to eradicate mosquitoes that include the use of genetic manipulations.

• What role should the public play in implementing conservation actions?
  Meaningful public participation in the decision-making process is an important aspect of implementing conservation actions. When the community's voice is included in the discussion and community concerns are substantially considered in the development of actions plans, the public is more engaged in taking an active role in supporting implementation of conservation efforts.

• What could help increase public awareness and engagement with the SWAP?
  More public outreach would increase public awareness, including interactive Zoom meetings, in-person outreach events, social media posts, and opportunities to provide comments and feedback online. The ability to see all comments and feedback from the community, along with agency responses, would help to promote transparency and encourage engagement.

• What would you like to know/ what questions do you have about wildlife and habitats in Hawaiʻi?:
  Our organization would like to see data on the effects of Wolbachia-bacteria-infected mosquito releases on mosquito populations and on native bird populations on Maui and Kaua‘i. We would like to see data on the number of specific honeycreeper bird species in the wild and the number of birds in captivity, and we would like to see data on the causes of bird deaths in the wild and in captivity, along with data on the specific factors that are considered when determinations are made about bird deaths.

  Please protect Hawai‘i’s endangered and threatened native birds and all native species in the forest birds’ natural habitats. According to the DLNR, two Zoom meetings will be open to the public on Tuesday, April 29, 2025:

“Community input is sought to guide wildlife conservation statewide. The DLNR Divisions of Aquatic Resources (DAR) and Forestry and Wildlife (DOFAW) invite the public to review the 2025 State Wildlife Action Plan (SWAP). This review process is an opportunity for residents, conservation partners, and other stakeholders to share their views on conservation priorities for Hawaiʻi’s unique native wildlife and habitats.

The SWAP is a comprehensive statewide framework for conserving species and habitats. Updated every 10 years, the SWAP identifies ‘Species of Greatest Conservation Need’ and outlines voluntary, proactive strategies for protection and restoration.

‘We want to hear from everyone – whether you’re a researcher, educator, cultural practitioner, landowner, or just someone who cares about Hawaiʻi’s native wildlife,’ said Maya Goodoni, DAR watershed management specialist. ‘Your insights help ensure the SWAP reflects what matters most to the people and ecosystems of Hawaiʻi.’

The public review will include an overview of the SWAP process, highlight key updates for 2025, and provide space for public questions and feedback.

Endangered and threatened native birds need our protection, along with all of the unique native species in Hawai‘i’s conservation areas. The DLNR’s current strategy of releasing millions of novel Wolbachia-bacteria-infected mosquitoes into our fragile ecosystems on Maui and Kaua‘i is not the answer. These invasive lab-altered mosquitoes have not been sufficiently studied, and this massive biotech experiment could backfire and cause serious harm to the native birds and to all life in the natural habitat areas where the releases are occurring. Please stand up for the health of the honeycreeper forest birds targeted by this agenda and for the health of these islands. Let the DLNR know that we oppose these mosquito releases. Encourage alternatives that don’t turn sacred lands into testing grounds for dangerous, irreversible experiments. Share Hawai‘i Unites’ message:

Last week, I spoke with H Hawai‘i Media’s Johnny Miro about the State of Hawai‘i Intermediate Court of Appeals (ICA) decision in Hawai‘i Unites’ case to stop experimental bacteria-infected mosquito releases on Maui. The ICA’s decision to allow these mosquito releases to move forward with no studies of the potential significant impacts sets a damaging precedent. Our environmental laws are undermined when agencies can get away with a lower standard of review for massive projects like this that can have harmful consequences that may affect the health of our islands’ people, ‘āina, and wildlife.

The State of Hawai‘i and its multi-agency partnership Birds, Not Mosquitoes have been releasing bacteria-infected mosquitoes in East Maui and conducting pilot study releases on Kaua‘i since 2023. This is a disappointing decision not only for Hawai‘i Unites and our supporters, but for the standard of review for environmental proceedings in general.

The ICA did not find that the lower court erred in their summary judgment ruling, and the BLNR’s decision that an EIS was not required has been upheld. At the same time, the ICA acknowledged that the DLNR’s final environmental assessment (FEA) did not comply with Hawai‘i Administrative Rules:

“We hold that BLNR did not clearly err by concluding that DLNR's proposed action will not have a significant effect, but DLNR's final environmental assessment did not comply with Hawaii Administrative Rules (HAR) § 11-200.1-20(d) (2019). We vacate in part the Final Judgment and remand for the Environmental Court to order that DLNR amend the final environmental assessment to comply with HAR § 11-200.1-20(d).”

This point of error was outlined in our opening brief, with reference to the legal framework in which proposing agencies and applicants are required to respond in the FEA to all substantive comments:

“Perhaps the single undisputed fact (besides all parties’ acknowledgment that native honeycreepers are worth saving) is that the State Defendants failed to properly comply with the Hawai‘i Administrative Rules in compiling their FEA and that Defendant BLNR accepted a flawed document, improperly issuing a FONSI. Though Defendant DLNR does not dispute that it failed to comply with HAR Sec. 11-200.1-20 in preparing its FEA (thus rendering Defendant BLNR’s acceptance of the FEA a violation of HRS Chapter 343), this issue was not addressed in the Circuit Court’s Minute Order/Order granting Defendants’ Motion for Summary Judgment.”

In other words, the DLNR did not properly respond to any of the comments our community submitted during the comment period for the draft environmental assessment. The ICA has now ordered that the FEA be amended to comply with HAR.

The Intermediate Court of Appeals’ decision to allow these mosquito releases to move forward with no studies of the potential significant impacts sets a damaging precedent. Our environmental laws are undermined when agencies can get away with a lower standard of review for massive projects like this that can have irreversible consequences that may affect the health of our islands’ people, ‘āina, and wildlife. Just because there are “conservation” agencies that agree with these biotech experiments does not make these projects right for our environment.

Hawai‘i Unites is proud of the work that we’re doing to protect the ‘āina, and we’re grateful for our community’s support in challenging the actions of the multi-agency partnership pushing these bacteria-infected mosquitoes onto our fragile ecosystems. While we’re disappointed by this ICA ruling, we still feel that our case is strong. We’re reviewing our options for taking this case to the Supreme Court of the State of Hawai‘i.

We will continue researching, documenting, and speaking truth about these dangerous mosquito releases, and we will not stop calling these agencies out for their actions or for any harms that may result from their use of sacred lands as biotech industry testing grounds.

Executive Budget bill HB300 has advanced through the House and crossed over to the Senate. A hearing of the bill is schedule by the Senate Ways and Means Committee for Tuesday, March 18, 2025 at 10:00am in Conference Room 211 of the State Capitol at 415 South Beretania Street. The hearing will also be livestreamed, and testimony will be accepted through videoconference. The deadline to submit testimony is Monday, March 17, 2025 at 10:00am.

To testify, visit the legislature’s website at Capitol.Hawaii.gov. Log in to your account, or create a login account by registering with the legislature. Once logged in, click the “Submit Testimony” link under “Participate” at the top of the home screen. In the “Enter Bill or Measure” box, enter HB300 and click “Continue.” To oppose the bill, select “Oppose” under “Position Input.” If you’d also like to testify in person or via Zoom, select your preference under “How will you be testifying?” Written testimony can be submitted as an attachment, or it can be typed into the “Your testimony/comments” box. Once all info is complete, click “Submit.”

The most effective testimony will be in your own words. Please include a clear statement of the reason for your opposition, such as:

“I’m opposed to Executive Budget funding through HB300 for Wolbachia-bacteria-infected mosquito releases on Maui and Kaua‘i.”

Hawai‘i Unites submitted the following testimony opposing any state funding allocations for bacteria-infected mosquito releases through HB300. All information included here is documented and can be referenced in your own testimony:

Hawai‘i Unites is a 501(c)(3) nonprofit organization dedicated to the conservation and protection of our environment and natural resources. We are opposed to allocating funds through the State of Hawai‘i Executive Budget bill HB300 for Wolbachia-bacteria-infected mosquito release experiments on Maui and Kaua‘i. The DLNR’s 2025-27 Budget Overview briefing includes this statement in reference to DOFAW LNR 102, LNR 172, LNR 402, LNR 407, and LNR 804:

“Novel management strategies are needed to prevent the imminent extinction of several of Hawaii’s endangered forest birds due to disease spread because of climate change-induced mosquito range expansion and the subsequent spread of avian malaria.”

Current “novel management strategies” in use by the DLNR and their Birds, Not Mosquitoes agency partners include the release of millions of Wolbachia-bacteria-infected mosquitoes on our fragile ecosystems on Maui and Kaua‘i. No studies have been done on the potential significant impacts of these projects or on the serious risks to the health of our islands’ people, wildlife, and ‘āina. No environmental impact statement (EIS) has been completed for any island. Hawai‘i Unites’ active court case to stop the mosquito releases on Maui and require an EIS brings forth several significant concerns, including:

• Accidental release of female mosquitoes that bite, breed, and spread disease (EPA guidelines allow for the release of one female for every 250,000 males; just one female released can produce 160,000 more females through breeding of the generations in her lifespan; 3,103 females are allowed to be released weekly on Maui – up to 6,000 mosquitoes released twice weekly per acre in the 64,666-acre project area: 6,000 x 2 x 64,666 = 775,992,000 mosquitoes divided by 250,000 equals 3,103 females weekly)

• Peer-reviewed studies showing Wolbachia bacteria can cause increased pathogen infection and disease-spreading capability in mosquitoes

• Horizontal transmission of Wolbachia bacteria to wild mosquitoes and other insect vectors of disease

• Population replacement of wild mosquitoes with lab-altered mosquitoes (as few as three females released can cause population replacement)

• Wind drift of released mosquitoes to unintended areas

• Lack of documented biosecurity protocols and pathogen screenings for the imported mosquitoes

• Risks to the health of people and animals, and the potential for the plan to cause the extinction of the native birds it is meant to protect

Tropical disease and vector expert Dr. Lorrin Pang has testified as an expert witness in our case and has affirmed that this mosquito experiment has not been studied enough for the State of Hawai‘i and its agency partners to move forward. Dr. Pang has decades of experience as a leader in mitigating mosquito-borne diseases. He has authored over 75 publications in peer-reviewed medical journals, over 40 of which are focused specifically on mosquito-borne illnesses.

The mosquitoes currently being released in the millions on Maui and Kaua‘i are experimental. Southern house mosquitoes lab-infected with Wolbachia bacteria have never been documented as used for stand-alone field release anywhere in the world. The 64,666-acre East Maui project area is the largest Wolbachia mosquito release of any kind globally to date, and Kaua‘i’s 59,204-acre project area is the second largest.

The agencies releasing these lab-altered mosquitoes have admitted that the plan does not include monitoring the effects of the experimental mosquitoes on forest birds.

Mass release of these mosquitoes began on Maui in November 2023. The DLNR and their partnering agencies have produced no data on the results of these mosquito releases. There has been no indication that the plan is even working for its intended purpose. Deviations from the approved plan have also been occurring for over a year. Mosquitoes are being released solely by helicopter rather than by drone, exacerbating concerns about noise disturbances, disruptions to wildlife habitat, and the potential for collisions, accidents, and wildland fires. The helicopter longline release system described in the environmental assessment is not the system being used, and helicopters appear to be flying closer to the tree canopy than the approved distance, increasing the potential for adverse impacts.

As of February 2025, mosquitoes are now also being mass released on Kaua‘i. Additionally, aerial spraying of Bti larvicide on Maui and Kaua‘i in combination with the aerial release of bacteria-infected mosquitoes is now occurring. This combination of products is not part of the approved plans, and no studies have been done on the impacts of these activities to our environment. The agencies involved have not addressed concerns about potential data falsification due to the use of two different mosquito suppression products within each project area.

Hawai‘i Unites asks that the legislature amend bill HB300 to remove any State of Hawai‘i Executive Budget funding allocations for programs and/or projects that include the release of Wolbachia-bacteria-infected mosquitoes. Conservation efforts and funding must focus on more environmentally sound approaches like habitat and stream flow restoration, which would honor the ‘āina, the culture, and the ancestral connections of the native birds rather than putting them at further risk of extinction.

The Hawaiian Islands have become testing grounds for dangerous biotech experiments, and the agenda is escalating. The money keeps rolling in, and the agencies involved appear solely focused on assuring that their budgets continue to benefit from this cash cow of funding. Our communities have voiced overwhelming opposition to these mosquito releases. Serious risks to the health of Hawai‘i’s people, wildlife, and ‘āina have not been addressed. Still, the Birds, Not Mosquitoes (BNM) partnership continues plowing ahead with reckless disregard.

In November 2023, BNM began the release of millions of Wolbachia-bacteria-infected mosquitoes in the 64,666-acre project area of East Maui. Our active court case to stop the mosquito releases and require an environmental impact statement (EIS) was already in progress. We brought forward several significant concerns, including:

• Accidental release of female mosquitoes that bite, breed, and spread disease (EPA guidelines allow for the weekly release on Maui of over 3,000 females)

• Peer-reviewed studies showing Wolbachia bacteria can cause increased pathogen infection and disease-spreading capability in mosquitoes

• Horizontal transmission of Wolbachia bacteria to wild mosquitoes and other insect vectors of disease

• Population replacement of wild mosquitoes with lab-altered mosquitoes

• Wind drift of released mosquitoes to unintended areas

• Lack of documented biosecurity protocols and pathogen screenings for mosquitoes

• Risks to the health of people and animals, and the potential for the plan to cause the extinction of the native birds it is meant to protect

Numerous additional issues are raised in our case. Perhaps most alarming is the lack of study of the potential risks of this project by the agencies involved. During testimony at our TRO and preliminary injunction hearing, tropical disease expert and witness Dr. Lorrin Pang was asked by our attorney, “As it is currently being proposed, in your expert opinion, has this experiment been studied enough for the State and its agency partners to move forward?” Pang, a leader in mitigating mosquito-borne diseases for decades who has authored over 75 publications in peer-reviewed medical journals, over 40 of which are focused specifically on mosquito-borne illnesses, responded with a clear and resounding “No.”

The mosquitoes currently being released in the millions on Maui and starting mass release on Kaua‘i this month are experimental. Southern house mosquitoes lab-infected with Wolbachia bacteria have never been documented as used for stand-alone field release anywhere in the world. The East Maui project area is the largest Wolbachia mosquito release of any kind globally to date. Kaua‘i’s 59,204-acre project area will be the second largest, covering almost 17% of the entire island.

Millions of dollars in federal funding are driving this mosquito agenda (over $33 million and counting), along with plans for additional funds through grants, public-private partnerships, and state budget line-item funding. The Department of Land and Natural Resources (DLNR) also has an insectary on O‘ahu where they intend to mass produce lab-altered mosquitoes for release on the islands into perpetuity (forever). Future plans include more bacteria-infected mosquitoes, mosquito gene drives, precision-guided Sterile Insect Technique (pgSIT) CRISPR gene-edited mosquitoes, and the release of lab-altered mosquitoes throughout the islands to “control mosquitoes of public health concern.”

The DLNR recently announced that real estate, said to be state-owned, near Hanapēpē Bay on the island of Kaua‘i will be handed over to their BNM partners through a no-cost 25-year lease.

“The property will be utilized for the benefit of the University of Hawaiʻi at Mānoa, College of Natural Sciences, Pacific Cooperative Studies Unit (PCSU) on behalf of the Kaua‘i Forest Bird Recovery Project (KFBRP), the Kaua‘i Endangered Seabird Recovery Project (KESRP), and the Research Corporation of the University of Hawaiʻi (RCUH).”

Once all “squatters” and their personal effects are removed, the takeover can begin. According to the DLNR announcement, KFBRP is bringing in big money through this biotech mosquito experimentation agenda:

“Due to the recent dramatic declines in forest bird populations on Kaua‘i and new advances in technologies to address their primary threat, mosquito-borne diseases, KFBRP’s budget and staff have recently increased almost two-fold.”

According to joint testimony submitted to the BLNR by KFBRP’s program manager, a propaganda campaign (“outreach”) is being planned for the site, and future funding plans for the property are also in the works:

“Our programs, particularly KFBRP, are rapidly growing given the magnitude and speed of the declines in native bird species, and the new promise of the Incompatible Insect Technique to combat the main threat to Hawaiian Honeycreepers, mosquito-borne diseases”

“The Dog Pound is on a well-traveled road and we plan to hold outreach events and/or provide an outreach display to help bring awareness about the threats facing the birds and potential solutions (‘what you can do’)”

“The value of the lease will provide an important in-kind match for federal grants that support both these projects”

“Both projects have already secured some funding to help improve and maintain the property and will work with DOFAW and other partners to bring in other funding.”

Grant funding has been pouring in. Just one of the grants announced gives KFBRP a whopping $644,758 to “support on-the-ground efforts in its battle against avian malaria.” BNM partners are all cashing in on the opportunity to use sacred lands as a petri dish for dangerous lab-altered insect experiments.

“A like amount of grant funding was also awarded to the University of Hawai‘i and the US Geological Survey for continued research to improve mosquito breeding to create non-viable offspring to reduce the disease transmission to Hawaiian honeycreeper forest birds.”

As KFBRP’s and their BNM partners’ budgets grow, so does the excitement of these agencies’ spokespeople. Rather than focusing on ensuring that Hawai‘i’s fragile ecosystems and native bird habitats are protected from risky products like these bacteria-infected mosquitoes, cash flow is the focus, and recipients are all in on shilling for the biotech industry and their novel “Incompatible Insect Technique” Wolbachia-infected southern house mosquitoes.

“We are very excited to be involved in this effort to use top-notch science to help us advance conservation of critically endangered forest bird species through reduction of mosquito-borne disease. Funding from the Partnership to Advance Conservation and Practice program will allow KFBRP to better monitor and refine the application and efficacy of a new tool, the Incompatible Insect Technique, to suppress mosquitoes in Hawaiian forest bird habitat.”

Meanwhile, deviations from the already dangerous approved plan have been transpiring on Maui for over a year now. As stated in our court case, mosquitoes are being released solely by helicopter rather than by drone, exacerbating concerns about noise disturbances, disruptions to wildlife habitat, and the potential for collisions, accidents, and wildland fires. We’ve also pointed out that the helicopter longline release system described in the environmental assessment is not the system being used, and that helicopters appear to be flying closer to the tree canopy than the approved distance, increasing the potential for adverse impacts. There’s been no indication that these issues have been addressed on Maui. As we continue to fight this in court, we anticipate that these kinds of deviations will likely be occurring on Kaua‘i.

So far, the “top-notch science” touted by advocates of these mosquito releases has produced no data to indicate that their suppression technique is even working. In fact, BNM partners have been further deviating from their stated plans by spraying another bacterium into the environment in an apparent attempt to fix the problem of lack of effectiveness of the experimental mosquitoes. Aerial spraying of Bti larvicide on Maui and Kaua‘i in combination with the aerial release of bacteria-infected mosquitoes is now part of the ever-changing narrative. The agencies involved have yet to answer serious questions about how they intend to prevent data falsification while using two different mosquito suppression products within each project area, nor have they done any studies on the impacts this onslaught may have on our environment.

In October 2023, Hawai‘i Unites contested the Board of Land and Natural Resources’ (BLNR’s) approval of these mosquito releases on Kaua‘i. We filed a petition for a contested case hearing at that time, but the BLNR has yet to include our petition as an agenda item in any of their twice-monthly meetings. In November 2023, pro se plaintiffs on Kaua‘i filed their own case through the courts to stop the releases, but no trial or hearing has been scheduled for that case.

In May 2024, the BLNR voted for more money and an extended contract period for the Kaua‘i mosquito releases. 100% of the written and verbal testimony for that meeting was in opposition to mosquito experimentation on the islands. Some of the testifiers’ concerns included:

“The agencies involved in the project have lied about the introduction of foreign organisms into the islands…”

“To just dive right into this experimental program without a serious long term EIS is irresponsible. You are here to protect us and our environment.”

“There has been no documentation offered to the public outlining risk analysis conducted on the security vulnerabilities for lab bred mosquitoes that can be utilized as bioweapons against a population (intended) nor details of quality control mechanisms for accidental transmission of pathogens (unintended).”

“Releasing a flying organism whose habitat is water makes a mockery of the idea of a control group, to weigh up the risks and benefits.”

“The agencies releasing these lab-altered mosquitoes have admitted that the plan does not include monitoring the effects of the experimental mosquitoes on forest birds. That’s outrageous.”

“Persons who are interested to save the birds would not just accept unstudied mechanisms that could also cause great social harm.”

“Are you, as board members voting on the fate of our delicate island ecosystem, even informed enough on the science involved to make an accurate risk assessment?”

Without addressing the issues raised in numerous pages of testimony in opposition, and with no testimony in support of the agenda item, the board voted unanimously to double the contract amount and the contract period for bacteria-infected mosquito releases on Kaua‘i.

As this disgraceful money-making scheme carries on under the guise of “conservation,” Hawai‘i Unites is urging everyone who cares about the health of these islands to continue speaking out against these dangerous biotech experiments on sacred lands. Question why the agencies involved don’t refocus on more environmentally sound approaches like habitat and stream flow restoration, which would honor the ‘āina, the culture, and the ancestral connections of the native birds rather than putting them at further risk of extinction.

Hawai‘i Unites has taken state agencies to court to stop the release of bacteria-infected mosquitoes on Maui, ground zero for these dangerous biotech experiments. This case is so strong that the defendants are afraid to face us in court again, and they certainly don’t want the discovery process to resume. We’re currently in appeals court seeking a ruling that the case be remanded back to the circuit court and go to trial. We are determined to set a precedent to strengthen environmental laws for all islands and impact the course of this agenda worldwide.

Nicolas Hulscher is an epidemiologist and administrator for the McCullough Foundation, a nonprofit founded by Dr. Peter McCullough and focused on research, analysis, education, justice, and public policy. Hulscher holds a Master of Public Health degree with a specialization in epidemiology from the University of Michigan School of Public Health. He is a dedicated researcher whose work has been published in peer-reviewed and preprint journals, with topics including the risks of COVID-19 vaccines and the origin and spread of avian influenza.

The mission of Hawai‘i Unites is honoring and protecting our sacred connection to the natural world.

Dr. Lorrin Pang was born and raised in Honolulu. He is an honors graduate from Princeton University with a degree in Chemistry and received both an MD and Master of Public Health Degree from Tulane University in New Orleans. Board Certified in Preventive Medicine, he worked for 20 years with the U.S. Army’s Walter Reed Overseas Research Laboratories. There, he was assigned to Bangkok, Rio de Janeiro, and Geneva, developing drugs and diagnostics for tropical diseases. A tropical disease consultant to the World Health Organization from 1985–2005, Dr. Pang has also been the District Health Officer on Maui since 2000. He has over six dozen publications in peer reviewed medical journals covering topics including rabies, HIV, malaria, hepatitis E, dengue, and most recently COVID-19. From 2007–2009, Dr. Lorrin Pang was selected as one of only 3% of the nation’s physicians to be included in America’s Best Doctors Listing. Since 2013, he has been a reviewer for research proposals for U.S. Congress, a consultant to the international group Drugs for Neglected Diseases initiative (DNDi), and a visiting professor of medicine at the Federal University of Brasilia. Dr. Pang is also an expert witness in our Hawai‘i Unites court case to stop the Maui mosquito releases.
